Canada Opens Permanent Residence Route for Senior Managers With Canadian Experience

Canada invited 250 senior managers with Canadian work experience to apply for permanent residence through its Express Entry system in a targeted immigration draw conducted on March 5, 2026.

The invitation round was the first Express Entry selection specifically targeting senior managers with Canadian work experience under the category-based selection system introduced for 2026.

According to Immigration, Refugees and Citizenship Canada, candidates invited in the draw needed a minimum Comprehensive Ranking System score of 429 points. They also had to have created their Express Entry profile before the specified tie-breaking date and time.

The senior-manager category is designed for candidates who have accumulated qualifying management experience in Canada in occupations identified by the immigration department.

Under the category, eligible occupations include senior managers in financial, communications and other business services; health, education, social and community services; trade, broadcasting and other services; as well as construction, transportation, production and utilities.

Candidates must have accumulated at least 12 months of full-time work experience, or an equivalent amount of part-time experience, in an eligible senior-management occupation in Canada within the previous three years. The experience does not necessarily have to be continuous.

The senior-manager category forms part of Canada's broader 2026 Express Entry strategy, which includes targeted selection of candidates with experience in areas identified by the federal government as important to the country's labour market and economic needs.

The Canadian government introduced several new categories for 2026, including senior managers with Canadian work experience, researchers with Canadian work experience, transport occupations and skilled military recruits with qualifying job offers. Existing categories covering areas such as healthcare and social services, education, trades, STEM and French-language proficiency were also retained.

Express Entry remains Canada's main system for managing applications under several economic immigration programmes. Candidates in the pool receive a Comprehensive Ranking System score based on factors including skills, education, language ability and work experience, after which eligible candidates may be invited to apply for permanent residence.

The senior-manager category does not mean that every person holding a senior management position in Canada automatically qualifies for permanent residence. Candidates must meet the specific requirements for the category and the applicable requirements of the immigration programme through which they are being assessed.

Canada has since conducted another draw specifically for senior managers with Canadian work experience. On July 10, 2026, the government issued 500 invitations under the same category, with a minimum CRS score of 392. This was the second senior-manager draw recorded in 2026.

The two targeted draws demonstrate that senior managers with qualifying Canadian experience have been included among the groups selected through Canada's category-based Express Entry system during 2026.

For prospective applicants, meeting the occupational and Canadian work-experience requirements remains only one part of the process. Candidates must also satisfy the applicable Express Entry and permanent-residence requirements before an application can be approved.

The immigration department continues to publish the requirements and results of individual Express Entry rounds as selections take place.
