The UK government has announced a £442 million package aimed at ensuring people sleeping rough in England have a route into accommodation and support before Christmas.
Prime Minister Andy Burnham unveiled the national initiative as part of his wider commitment to tackle rough sleeping, calling for a coordinated effort involving local authorities, charities and community organisations.
The programme will provide emergency accommodation and practical support for people currently sleeping on the streets. The government says the approach will draw lessons from the “Everyone In” response introduced during the COVID-19 pandemic, when authorities worked rapidly to move people experiencing homelessness into temporary accommodation.
Of the £442 million package, £340 million comes from funding already allocated for housing and homelessness services over the next three years, while an additional £102 million will provide further support, including help with health and addiction-related needs.
Local councils and mayors will play a central role in deciding how the money is used, with areas facing the greatest pressure expected to receive greater support. The programme will also help deliver more than 1,000 settled homes over the next three years, alongside longer-term support designed to help people remain housed.
Burnham has urged charities, businesses, faith organisations and community groups to take part, arguing that government funding alone will not be enough to address the causes of homelessness.
However, the ambitious Christmas deadline has also attracted questions over whether the plan can produce lasting results. Homelessness organisations have welcomed the additional funding but stressed that emergency accommodation needs to be accompanied by permanent housing, healthcare, mental health support and help with addiction.
Government figures show that thousands of people were identified as sleeping rough in England during the latest annual count, highlighting the scale of the challenge facing the new initiative.
The government has not set a specific numerical target for reducing rough sleeping by Christmas. Instead, the stated aim is to ensure that everyone who needs help is offered a route away from the streets, while recognising that some people may decline accommodation or require more specialised support.
The £442 million commitment represents one of Andy Burnham's most significant early policy initiatives as prime minister and places homelessness at the centre of his government's agenda.
