Minister of Education Tunji Alausa announced the release on Wednesday, saying the affected institutions had been notified to begin paying eligible academic staff. The minister said the payment forms part of the government's implementation of its agreements with academic unions.
CATA is designed to help academic staff meet expenses associated with their professional responsibilities. It covers areas including academic publications, conference participation, internet access, membership of learned societies and academic books. The allowance was incorporated into the revised remuneration arrangements for academic staff following agreements between the Federal Government and the relevant academic unions.
For university lecturers, the latest payment follows an earlier release in June covering five months of accumulated CATA arrears. At that time, the Federal Government directed vice-chancellors of federal universities to clear the outstanding payments owed to eligible academic staff.
The latest announcement extends the payment period to January through August 2026 and broadens the institutions covered in the announcement to include federal polytechnics and colleges of education. This reflects separate remuneration arrangements negotiated with academic unions representing staff in those institutions.
The allowance is part of wider changes to academic remuneration introduced in 2026. The Federal Government's agreement with the Academic Staff Union of Universities included a 40 per cent upward review of university academic staff remuneration, with CATA incorporated into the new remuneration structure.
For polytechnic and college lecturers, revised remuneration frameworks were also approved, including CATA and other earned academic allowances. The arrangements took effect from January 1, 2026.
The payment is significant because academic staff have repeatedly raised concerns over remuneration, research conditions and the resources required to perform their duties. Funding for publications, conferences, academic materials and internet access can directly support lecturers' teaching, research and professional development.
However, the release of the funds should not automatically be interpreted as confirmation that every eligible lecturer has already received the money. Alausa said institutions had been notified to start the payment process, meaning the actual disbursement to individual staff still depends on the respective institutions completing the necessary procedures.
The distinction is important because there have previously been complaints about delays between government announcements, the release of funds and actual payments to academic staff. Earlier in 2026, some university lecturers reportedly said they had yet to see the implementation of revised remuneration measures despite the Federal Government announcing that implementation had begun.
The Education Minister also said payments to non-academic staff were being processed and that the funds were expected to become available in the following weeks.
The latest CATA release therefore represents a concrete step in implementing the government's revised remuneration arrangements, but its full impact will depend on how quickly the money reaches eligible staff across the affected institutions.
Beyond the allowance itself, the wider challenge for Nigeria's tertiary education system remains improving research funding, infrastructure, staff welfare and the overall learning environment. CATA can address some of the financial pressures faced by academics, but it cannot by itself resolve the broader structural problems affecting tertiary education.
