NSCDC suspends officer, orders disciplinary trial over Kubwa market shooting

The Nigeria Security and Civil Defence Corps (NSCDC) has suspended one of its officers, Onoja Babayo Samuel, following an alleged shooting incident at Kubwa Market in Abuja, while ordering disciplinary proceedings to determine his level of responsibility.

The incident reportedly occurred on October 25, 2026, after a confrontation between the officer and traders at the market. The Federal Capital Territory Police Command had earlier arrested Samuel, a Deputy Superintendent of Corps, over allegations that he fired shots into the air during the dispute.

According to the police, preliminary investigations indicated that the officer had gone to the market armed with a pistol following reports that some traders had assaulted his wife. An argument reportedly followed, during which he allegedly fired several shots into the air.

The police said a CZ pistol and 17 rounds of live 9mm ammunition were recovered during the arrest. The officer was subsequently taken into custody as investigations continued.

Following the incident, the NSCDC announced Samuel's immediate suspension and ordered an Orderly Room Trial to establish the circumstances surrounding the alleged shooting and determine his level of culpability.

The corps said the officer had been stripped of his official responsibilities and relieved of his assignment pending the conclusion of the disciplinary process. The matter was also referred for further examination by the appropriate disciplinary authorities.

The NSCDC described the alleged conduct as a serious violation of its rules of engagement and standard operating procedures, particularly those governing the use of firearms. The corps reiterated its position against the misuse of weapons and professional misconduct among its personnel.

The disciplinary proceedings are expected to examine the circumstances of the incident and determine whether the officer breached the regulations governing his duties. Any conclusions about his responsibility should depend on the outcome of the investigation and disciplinary process.

The incident has also renewed attention on the importance of restraint, professionalism and coordination among security personnel, particularly when disputes arise in public places. The FCT Police Command has urged personnel of sister security agencies to exercise restraint and notify the relevant police divisions before conducting authorised operations within the territory, to improve coordination and prevent avoidable clashes.

The case remains subject to the relevant investigative and disciplinary procedures. The outcome will determine the next steps regarding the officer's professional and legal status.
